⚠ Legal warning. None of the operators on this page holds a Ukrainian license from KRAIL (Commission for Regulation of Gambling and Lotteries) or PlayCity. Winnings there are not protected by Ukrainian law, you cannot turn to PlayCity in a dispute, self-exclusion through the state register does not apply, and tax obligations fall on the player personally. This section is published as a risk analysis, not as a recommendation to play.

Affiliate disclosure: some links on this page are affiliate links. Unlicensed casinos are rated using a separate methodology and are not included in the ranking of licensed casinos. Places in the table are not for sale.

People search for foreign online casinos by name, so instead of a promotional landing page we publish a risk analysis: the JoyFactory team checked ten international unlicensed casinos without a PlayCity permit on a separate scale and shows how they differ and what they all have in common.

The gap between first and last place is 4.5 points out of ten. That is more than the spread across all the licensed casinos in our main ranking combined, and it shows the key point: “unlicensed” does not mean “equally bad”. Stake, with a valid certificate and unlimited cashout, and CatCasino, with a revoked permit and an outright ban on Ukrainians, represent different levels of risk.

Even a mid-table place does not settle questions about a brand’s history. BC.Game holds an Anjouan license (primary term to 01.10.2026, renewal not confirmed) and its own provably fair games, but a court declared two of its previous operating companies bankrupt over money owed to players, so on safety it sits at the level of operators with an unconfirmed status.

Still, no unlicensed casino rises to the level of licensed operators. Even the highest score in this section is below the last place in the main ranking, and the reason is always the same: the absence of a protection mechanism.

A separate note on Favbet, which combined a bookmaker and a casino: since January 27, 2026 its PlayCity license has been suspended, the site is down and payouts are not going through. It is now an unlicensed operator, but it has not been included in the ranking; details are in our Favbet analysis.

How We Rate Unlicensed Casinos

The criteria scale and weights are the same as in our main methodology, but with one restriction.

Separate safety scale

Confirmed valid new-format CGA certificate about 3.0 out of 10
Unconfirmed or old sublicense number 0.5–2.8
Revoked permit or country ban up to 1.0
Ukrainian PlayCity license unavailable by definition

The logic is simple. The safety score reflects the quality of the operator itself: the register, the legal entity, the transparency of documents and the complaint history. But the ceiling here is low for everyone, because no offshore license gives a Ukrainian player access to PlayCity as a dispute resolution mechanism.

That is why an unlicensed casino with an excellent catalog and fast payouts still does not reach the 8–9 point range. The maximum we have given in this section is 7.6, and even that is an exception, justified by the combination of a valid certificate, no limits and verifiable in-house games.

What All Ten Have in Common

Regardless of the score, all unlicensed casinos share the same set of restrictions:

  • PlayCity does not handle complaints. A claim has to be filed under the rules of a foreign jurisdiction, in another language and with no guaranteed timeframe.
  • Self-exclusion does not work. None of these unlicensed casinos checks players against the Ukrainian Register of Persons Restricted from Access to Gambling. A ban arranged through PlayCity does not apply here at all.
  • No tax is withheld. No unlicensed casino acts as a Ukrainian tax agent, so the obligation to declare foreign income remains with the player.
  • 18+ instead of 21+. All ten unlicensed casinos accept players from the age of 18, which does not comply with Ukrainian law.
  • KYC is unpredictable. A check may be triggered after the first large payout, and no unlicensed casino sets a fixed deadline for completing it.

For unlicensed casinos, these restrictions do not depend on the catalog, bonuses or quality of support.

How to Check a License: Curaçao, Anjouan, Malta

  1. The Ukrainian register. Check the operator on playcity.gov.ua. If the brand is not there, everything else is secondary.
  2. The Curaçao or Anjouan register. Find the certificate by its OGL or ALSI format number. The old numbers 8048/JAZ and 365/JAZ belong to the previous system and do not confirm validity.
  3. A Malta license (MGA). A casino with a Malta license is also foreign: in Ukraine, only operators with a PlayCity license operate legally. A Maltese license is checked in the Licensee Register on mga.org.mt by company name or license number. None of the operators in this section holds an MGA license.
  4. The domain in the certificate. A permit is issued for a specific domain. If you play on a mirror, it may fall outside the license.
  5. The legal entity. Compare the company in the certificate with the one listed in the site footer and in the terms of use. Any mismatch is a reason to stop.
  6. The list of prohibited countries. Find it in the rules. If Ukraine is on it, registering breaches the operator’s own terms, and the payout will be rejected at the KYC stage.

These steps take less than fifteen minutes and answer most questions before any money reaches your account.

FAQ

Is it legal to play at unlicensed casinos without a PlayCity permit?

Organizing gambling in Ukraine without a PlayCity license is illegal. Unlicensed casinos operate under foreign permits and have no right to accept Ukrainian players the way local licensees do. The content of this section is published as a risk analysis.

Why do you publish such reviews at all?

Because people search for these brands by name regardless of our position. An analysis with specific figures is more useful than a promotional landing page that shows only a bonus and a sign-up button.

Why do unlicensed casinos get lower scores than licensed ones?

Because of the separate safety scale: the maximum for this criterion is about 3.0 out of 10, even with a valid offshore certificate. No foreign license gives access to PlayCity as a dispute resolution mechanism.

What should I do if an unlicensed casino does not pay out?

Contact the regulator that issued the permit, Curaçao Gaming Authority or Anjouan Gaming, as well as independent complaint resolution platforms. PlayCity does not handle such complaints, and Ukrainian courts have no mechanism to enforce decisions against an offshore company.

Does PlayCity self-exclusion apply on these platforms?

No. No unlicensed casino checks players against the Ukrainian Register of Persons Restricted from Access to Gambling. Self-exclusion works only within the operator's own platforms.
