Responsible Gambling

Gambling in Ukraine is allowed from the age of 21, and for most people it remains a form of leisure. But for some players it stops being entertainment and becomes a problem that affects their finances, work and relationships with loved ones.

This page explains how to recognize the problem at an early stage, which restriction tools exist in Ukraine and where to turn for help.

What you need to understand about gambling

Gambling is an expense, not a way to earn money. The mathematical edge is always on the operator’s side, and no strategy changes that. A win is possible, a steady profit is not.

Treat the money you deposit as payment for entertainment: an amount whose loss will not affect your budget. If you are counting on gambling as a source of income or a way to cover debts, the risk is already high.

Signs that gambling is getting out of control

Gambling addiction is an officially recognized disorder included in the International Classification of Diseases, ICD-11. It is not a matter of willpower and nothing to be ashamed of: like any disorder, it can be treated, and the earlier you start, the easier it is.

The following signs should raise concern:

  • you bet larger amounts than you planned or play longer than you intended;
  • you try to win back losses and deposit more money;
  • you borrow money or use credit to gamble;
  • you hide from loved ones how much time and money you spend;
  • gambling interferes with your work, studies or relationships;
  • you feel anxious or irritable when you are not playing;
  • your attempts to stop on your own do not work.

If you recognize several of these points, there is no reason to panic, but it is a reason to seek support.

Self-limitation tools

Limits in your operator account

Legal operators are required to provide self-limitation tools. Your personal account usually offers daily, weekly or monthly deposit limits, session time limits and a temporary break from play. This is the simplest step you can take right now.

The state self-exclusion register

Ukraine has a Register of Persons Restricted from Participating in Gambling. It is a state mechanism: once you are entered in the register, legal operators are required to deny you access.

You can apply online on the official PlayCity website in the “Fighting gambling addiction” section by signing in through Diia. Your data is entered in the register within one business day.

You choose the self-exclusion period yourself, from six months to three years. It is important to know in advance: the application cannot be withdrawn early. This is deliberate, so that the decision cannot be reversed in a moment of relapse.

Being entered in the register restricts access only to legal gambling and gaming establishments. It does not affect access to consumer loans.

Restrictions for a loved one

An application to restrict access can be filed by a first-degree relative: a parent, spouse or child. The grounds are a situation where a person’s gambling expenses exceed their income and put the family in financial hardship, in particular when they gamble with borrowed or credit funds.

In this case, the restriction period is up to six months and can be extended later.

Software blocking

You can also install filters that block access to gambling sites on your device, such as BetBlocker or similar solutions. They do not replace the register, but they remove access in a moment of impulse.

Where to get help

Seeking help is not a last resort but a normal step. Talking to a specialist helps you make sense of the situation even when you are not yet sure the problem is serious.

  • Psychological support. A list of free hotlines and psychological support services is collected on the platform of the national mental health program “How are you?” (Ty yak?): howareu.com/hot-lines.
  • Gamblers Anonymous (GA). Free mutual support groups for people with a gambling addiction.
  • A psychotherapist or psychiatrist. Gambling addiction is treatable, and seeing a specialist gives the best results, especially if your own attempts have not worked.

If you are worried about a loved one, you need support too. Relatives of gamblers often take on the financial consequences and burn out, so seeing a psychologist makes sense for them as well.

Protecting minors

Gambling in Ukraine is permitted only from the age of 21. Legal operators are required to verify identity, so it is impossible to register without confirming your age.

If children have access to your device, set up parental controls and do not save login details in your browser.

Our position

JoyFactory is a review project; we do not accept bets or process payments. We write about operators, but we do not encourage you to play more and do not present gambling as a way to solve financial problems.

In our rankings, we assess the availability of self-limitation tools as part of the safety criterion: an operator that makes it hard to set limits or hides them in the settings gets a lower score. The procedure is described in our methodology.
