Unlicensed bookmakers with no PlayCity license, ranked on a separate scale: ten operators compared by margin, market depth, permit status and sanctioned brands.
⚠ Legal warning. No operator on this page holds a Ukrainian betting license from KRAIL (Commission for Regulation of Gambling and Lotteries) or PlayCity. Bets, bet settlement and payouts are not overseen by a regulator, self-exclusion through the state register does not apply, and tax obligations fall on the player. Two brands, 1xBet and BetBoom, are under Ukrainian sanctions, and their domains are subject to blocking. This section is published as a risk analysis, not as a recommendation.

People look up offshore bookmakers by name, so we publish an analysis of their margins and statuses: the JoyFactory editorial team checked ten foreign unlicensed bookmakers with no PlayCity license on a separate scale and shows how they differ and what they all have in common.
The gap between first and last place is 6.3 points out of ten, wider than in the casino section. The reason is that this section brings together unlicensed bookmakers of two different kinds: international operators without a Ukrainian license and brands that Ukraine has sanctioned.
Yet even the top score in this section is lower than last place in the legal bookmakers ranking. The reason is always the same: there is no mechanism that would force the operator to meet its obligations.
How We Rate Unlicensed Bookmakers
The criteria weights are the same as in our main methodology: safety 25%, payouts 20%, betting lines and markets 20%, support 15%, bonuses 10%, mobile app 10%. But safety is scored on a separate scale with a low ceiling.
Safety scale for this section
Confirmed valid new-format certificate
about 3.0 out of 10
Unconfirmed or old sublicense number
0.5–2.8
Revoked permit or a direct blocking order
up to 1.0
Ukrainian sanctions against the operator
0
The logic is simple: the safety score reflects the quality of the operator itself (register entry, legal entity, document transparency, complaint history). But the ceiling is low for everyone, because no offshore license gives a Ukrainian player access to PlayCity as a dispute resolution mechanism.
Sanctioned Brands: A Separate Category
Two unlicensed bookmakers are fundamentally different from the rest. Ukraine took an NSDC (National Security and Defense Council) decision against them, enacted by Presidential Decree No. 145/2023 for a term of 50 years:
1xBet: sanctions against 1XCorp N.V., Tvoya Bettingova Kompaniya LLC and related persons; its Ukrainian licenses were revoked in September 2022 by KRAIL decisions No. 320 and No. 321.
BetBoom: a Russian operator, OOO Firma STOM; the betboom.ru domain is directly listed in the blocking mechanism, and registration is only possible through the Russian ECUPIS system.
In both cases, the sanctions decision covers not only the legal entity but also the domain, subdomains, portal access resources and services with identical content. Changing the address or the operator does not change the status.
BetWinner and Linebet are worth noting separately: they have documented technical and product similarities to 1xBet, but their current licenses are held by other legal entities, so the sanctions status does not extend to them.
Favbet: PlayCity License Terminated
Until 2026, Favbet operated as a legal bookmaker, but PlayCity terminated its license by a decision dated January 27, 2026. The legal entity is being wound up, the official website returns a 503 error, and payouts have not gone through since November 2025. Favbet is therefore now among the unlicensed bookmakers, but it is not included in the ranking: its score is 2.3 out of 10, and we advise against making a deposit. Details are in our Favbet review.
What All Ten Have in Common
Whatever their score, all unlicensed bookmakers share the same set of limitations:
PlayCity does not handle complaints. You will have to file a claim under the rules of a foreign jurisdiction, in another language and with no guaranteed timeframe.
The operator settles bets itself. A disputed settlement, a voided bet or a recalculated price can only be challenged within the operator’s own system.
Limits are set individually. All unlicensed bookmakers reserve the right to cut a specific player’s maximum stake after a winning run, and there are no public thresholds.
Self-exclusion does not work. None of them checks players against the Ukrainian Register of Persons Restricted from Gambling.
Tax is not withheld. None of them is a Ukrainian tax agent.
Age 18+ instead of 21+. They all accept players from age 18, which does not comply with Ukrainian law.
These limitations do not depend on margin, market depth or the quality of support.
How to Check an Unlicensed Bookmaker Yourself
Ukrainian register. Check the operator at playcity.gov.ua. If the brand is not there, everything else is secondary.
Sanctions list. Check the legal entity against the annexes to Decree No. 145/2023. It is quicker than it seems, and it weeds out the worst cases.
Curaçao or Anjouan register. Find the certificate by its OGL or ALSI format number. The old numbers 8048/JAZ and 365/JAZ belong to the previous system and do not confirm validity.
Domain in the certificate. A permit is issued for a specific address. If you play on a mirror, it may fall outside the license.
Margin: check it on a match of your choice. Divide one by each price in a two-way market, add the results and subtract one. A difference of 0.08 in the odds can double the margin, so advertising claims about “low margins” can be checked in a minute.
Frequently asked questions
Is it legal to bet with unlicensed bookmakers that have no PlayCity license?
Running a betting business in Ukraine without a PlayCity license is illegal. Unlicensed bookmakers operate under foreign permits and have no right to accept Ukrainian players the way local licensees do.
How are sanctioned brands different from the rest?
Ukraine took a 50-year NSDC decision against 1xBet and BetBoom, with direct domain blocking. The other operators simply have no Ukrainian license, which is a different category of risk.
Why do unlicensed bookmakers score lower than legal ones?
Because of the separate safety scale: the maximum for this criterion is about 3.0 out of 10 even with a valid offshore certificate, and zero for sanctioned brands.
What should I do if an unlicensed bookmaker does not pay out my winnings?
Contact the regulator that issued the permit (Curaçao Gaming Authority or Anjouan Gaming) and independent complaint resolution platforms. PlayCity does not handle such complaints.
Can my stake limit be cut after a win?
Yes. All unlicensed bookmakers set individual maximums based on a risk profile, and there are no public thresholds for this. It is one of the most common stories in player reviews.
