A legal casino is an operator with a valid license from the state agency PlayCity. Licenses used to be issued by KRAIL (Commission for Regulation of Gambling and Lotteries); since June 2, 2025 they are issued by PlayCity, so a casino holding a KRAIL license should also be checked against the current register. Only legal online casinos in Ukraine make it into the ranking: this is an entry requirement rather than a scoring criterion, because without a permit your winnings have no legal protection.

Checking a Casino License: PlayCity and KRAIL
Checking a casino license takes a few minutes and should be done before you register, not after the first delayed payout.
Find the license details on the casino website. The decision number and date and the name of the legal entity are usually in the footer or in the rules section. The brand and the legal entity often have different names.
Open the register at playcity.gov.ua. Search by the legal entity name: the record must match the decision number and date, the validity period and the website domain.
If the website shows a KRAIL license. The commission has been dissolved and licenses are now issued by PlayCity, so check the status in the agency’s current register rather than in old documents.
Check the terms before depositing: the bonus wagering requirement and deadline, and the verification method. Diia and BankID take 2–5 minutes, while uploading documents manually can take hours.
If the operator is not in the register, it is not a legal casino, even if the website is in Ukrainian and accepts hryvnias.
Excluded from the Ranking
Not every operator reviewed on the site makes it into the ranking. Under our methodology, a score below 4 for safety or payouts is a blocker, and a valid license is a mandatory entry requirement.
