Slots City is one of Ukraine’s first legal gambling brands, operating both online and through a network of land-based venues. The current operator of slotcity.ua is ALL CITY GAMES LLC. The platform supports the hryvnia, Ukrainian and Russian, and accepts users aged 21 and over. The catalog includes slots, table games, a live casino and instant formats; there is no sports betting.
The JoyFactory team checked the Slots City license details, catalog, bonus terms, payment limits and apps, and tested the live chat four times. We have not yet run our own deposit and withdrawal test for this operator: the relevant times are based on verified user cases, and this is marked separately in the text.

Slots City suits players who want a licensed casino with a large catalog, a land-based network and full-featured mobile apps. Its main strength is more than 6000 games and a wide range of limits in the live section: you can start from UAH 2, while VIP tables accept bets of up to UAH 25,000. The main drawback is the complicated wagering rules of the welcome package.
The review was prepared by Oleksandr Petrov, JoyFactory’s casino author. The license details were checked by Valeriia Prykhodko, our in-house lawyer.
Our own measurements: support performance. We contacted the live chat four times at different times of day.
| Average first reply time | 1 min 47 s (4 requests) |
|---|---|
| Worst result (night-time request) | 4 min 12 s |
| Complex issue: 500 free spins not credited | fully resolved in 5 minutes |
| Service language | Ukrainian |
The most telling case involved free spins that had not been credited: an agent joined after 2 minutes 17 seconds, checked the account and credited the reward. The issue was closed without escalation and without being sent to the FAQ.
What we checked without our own test. We reviewed the 6000+ games in the catalog, demo mode, the Android and iOS apps, live tables with bets from UAH 2 and the terms of the welcome package with x35 wagering.
What we have not done yet: our own deposit, verification and withdrawal test. The times below come from verified user cases: KYC took about two hours, a payout to a PrivatBank card took four hours, and deposits were credited instantly or within a few minutes. These are reference points, not a guaranteed time for every account. Once we run our own test, the payouts score will be reviewed.
The current operator of Slots City is ALL CITY GAMES LLC. Its license to run online casino games was issued on November 4, 2025 under PlayCity decision No. 137-R of October 29, 2025. The license is valid for five years, until November 4, 2030.
JoyFactory lawyer Valeriia Prykhodko separately checked the licensing history: the original license was granted in 2021 to GAMEDEV LLC under decision No. 47 of KRAIL (Commission for Regulation of Gambling and Lotteries) dated February 10, 2021. Older reviews that still name this company as the current owner of the online platform are out of date: the operator has changed.
Legal documents, rules, operator information and responsible gambling principles are published in the slotcity.ua footer. Verification is mandatory for financial transactions, and payouts go only to the account holder’s payment details. We check the license status every month.
A confirmed e-mail alone is not enough to access withdrawals: the user must complete identity verification and confirm their phone number. For some bonuses, you may also be asked for a passport or ID card and a selfie with the document.
After you register at Slots City, the system logs you in automatically. Your personal account shows your balance, bonuses, transaction history, loyalty level and profile verification status.
Slots City offers new players a package of up to UAH 500,000 and 700 free spins across their first seven deposits. Each deposit can bring up to 200% and up to 100 FS.
| Advertised value | Up to UAH 500,000 + 700 free spins |
|---|---|
| Mechanics | First seven deposits |
| Minimum deposit | UAH 100 |
| Maximum for the first deposit | UAH 40,000 |
| Wagering | x35 |
| Where it is wagered | Eligible reel slots without a progressive jackpot |
| Order of deduction | Real balance first, then bonus balance |
Before paying, you need to choose one of three package options: the match percentage and the number of free spins depend on the deposit amount. Bonus funds and winnings from free spins are credited to a separate balance.
The most important condition, and an easy one to miss: submitting a withdrawal request voids any active unwagered rewards. In other words, Slots City will not let you withdraw part of your funds and keep the bonus. You first need to complete the wagering or deliberately give up the offer.
After the welcome package, Slots City users have access to the Bonus Machine, the Wheel of Fortune, tournaments, promo codes and personal mailings. Installing the official app gets you 25 FS in Magic Apple 2, but you need to make a deposit to withdraw any winnings from them.
The Slots City loyalty program is based on experience points. They are awarded for:
For reaching a new level, a user can get free spins, a deposit bonus, insurance or a cash reward. The exact set depends on the current status and account activity.
The official Slots City website lists more than 6000 games, the second-largest catalog among the Ukrainian casinos we have tested after SuperGra (7000+). It features Yggdrasil, BGaming, Quickspin, ThunderSpin, SimplePlay, Pragmatic Play, Endorphina, 3 Oaks Gaming, Play’n GO, Spinomenal, Amusnet and other studios.
Popular slots and their advertised RTP:
Gates of SlotsCity 1000 is a branded version of a popular slot made specifically for the operator. The site has Top, New, Providers and Favorites sections, and the Random feature picks a title for you if you do not feel like browsing the whole catalog. Most slots can be launched in demo mode.
The Slots City live section offers roulette, baccarat, blackjack and poker with live streams. The main suppliers are Spinner Live and Pragmatic Play Live; demo mode is not available.
The section’s strength is its range of limits. For beginners, there is a Low Stakes filter: for example, Roulette 2 UAH by Spinner Live lets you start from UAH 2. For high rollers, there is a VIP category with tables where the minimum bet can reach UAH 25,000. No other operator we have tested offers such a spread.
The separate table games section mostly features video versions of roulette, blackjack, baccarat and poker. The catalog also includes crash games and other titles with instant results.
Promo pages may show RTP figures of up to 98%, but the official Slots City rules state that the overall average return is at least 94%. That is a noticeable difference, and you should rely on the rules rather than on advertising banners.
Popular slots mostly fall within 96–96.70%. RTP does not guarantee the return of a certain amount within a single session, as it is calculated over a large number of spins.
| Deposit methods | Visa, Mastercard; Apple Pay and Google Pay depending on the device |
|---|---|
| Withdrawal methods | The deposit card or account |
| Minimum deposit | UAH 100 |
| Minimum withdrawal | UAH 200 |
| Daily limit | UAH 30,000 |
| Weekly limit | UAH 150,000 |
| Monthly limit | UAH 750,000 |
| Advertised time | up to 24 hours |
| Based on public cases | about 4 hours (not our measurement) |
What to keep in mind:
Slots City also states that it transfers UAH 10 from every deposit to support the Armed Forces and Defense Forces of Ukraine.
Slots City offers apps for Android and iOS. The iPhone version is downloaded from the App Store, while the Android client is available on the official website as an APK file. Before installing it, you need to allow apps from external sources; the website has a step-by-step guide.
The Slots City catalog, filters, cashier, bonuses and support work the same way on a computer and a smartphone. Having native apps for both platforms is an advantage over competitors that offer only a PWA or an iOS version.
Slots City runs provider tournaments, seasonal prize draws and promotions on Telegram and Viber. Promo codes are 5–10 characters long and can give free spins, a deposit bonus or another reward.
Typical wagering on one-off Slots City offers is x30–x35, and the activation period is often limited to 24 hours. The Wheel of Fortune unlocks after you reach the required betting turnover.
You can contact support via live chat, e-mail at [email protected], a Telegram bot and the phone number 063 621 01 01. The phone line works from 08:00 to 20:00; outside those hours, a voice assistant answers.
Across the JoyFactory team’s four requests, the average first reply time in chat was 1 minute 47 seconds. The longest wait was at night: 4 minutes 12 seconds. The agent resolved the issue of 500 uncredited free spins in five minutes, checking the account and crediting the reward without escalation.
At the start of the chat, the agent may ask for your Slots City account ID, but general questions are also accepted from unregistered users.
The main complaints about Slots City:
The last three points appear in public reviews. They do not prove a systemic problem, but you should treat them as a risk area, especially if you plan to make large deposits.
One of the largest catalogs and the widest range of live limits, but complicated bonus wagering rules.
Slots City earns high marks for its current license, large catalog, mobile apps for both platforms and live games with wide limits. The score is lowered by complicated bonus wagering, the voiding of unwagered rewards when you request a withdrawal, a limited cashier and some complaints about blocked accounts.
The support score is based on our own measurements. The payouts score is based on verified user cases and will be reviewed after our own test. Our approach is described in the JoyFactory methodology, and you can see who worked on this review on our editorial team page.

The official processing time is up to 24 hours. In verified user cases, a payout to a PrivatBank card arrived in about four hours. JoyFactory has not yet run its own payout speed test for this operator.
