MelBet Casino has been operating since 2012 and combines a sportsbook, slots, a live casino and fast games. The global domain is run by Pelican Entertainment B.V., registered in Curaçao.

The JoyFactory team checked the license, payment agents, bonuses, game library, KYC, payout times and financial complaints. We did not make a deposit: without a Ukrainian license, a financial test cannot be justified from a safety standpoint.

MelBet grew primarily as a bookmaker, so the sportsbook remains the core of the product. The main risks concern money rather than games: deposits that are never credited, drawn-out KYC and payouts.

What we checked

The review was carried out by Oleksandr Petrov, and the legal documents were checked by Valeriia Prykhodko. We did not create an account, submit documents or make a deposit: all figures below come from the register, the rules and public cases.

The advertised 575% is not credited on a single deposit. With five deposits of $10, a player pays in $50 and receives $57.50 in bonus funds, so the real effective bonus is five times smaller than advertised.

Each transaction passes through at least three legal entities: MelBet, a Cypriot agent and the actual bank. When a payment gets stuck between these links, no party gives a deadline, and this explains the nature of the complaints.

License and legal status

The melbet.com domain belongs to Pelican Entertainment B.V. (Curaçao, No. 134359), which holds an active Curaçao Gaming Authority license No. OGL/2024/561/0554 dated November 15, 2024.

JoyFactory lawyer Valeriia Prykhodko draws attention to the payment structure: some transactions are processed by the Cypriot companies Edric Ltd (HE 446653) and Faren Ltd (HE 446654). Using agents is not a violation in itself, but formally the user deals with the casino while a third party controls the actual transaction.

The global MelBet should not be confused with MelBet Casino NG: the Nigerian version has a separate permit. The MelBet age limit is 18+, while in Ukraine it is 21.

Verification and document risk

1. Creating a profile. Phone, e-mail, «one click», Google or Telegram.
2. Choosing an account. Country, currency and a choice between the casino bonus and the sports offer.
3. KYC. An ID document, a selfie, proof of address, proof of payment method and source of funds.

Being able to deposit without a passport does not mean a payout will go through without checks. The most common problem is step-by-step KYC expansion: after the passport, MelBet separately asks for a selfie, then a bank statement, then proof of income. While the check is ongoing, withdrawals are unavailable and no final deadline is given.

More than one profile per user, IP address or payment method is prohibited; a detected duplicate leads to the closure of all linked accounts.

MelBet Casino bonuses

Each stage has its own maximum and activation period, and packages differ in other regions, so check the actual terms in your account. The alternative is a sports bonus of up to 100% of the deposit with x5 wagering and minimum odds of 1.40; you can choose only one welcome offer.

Game library

More than 7000 games are claimed, and content from 226 providers has been independently confirmed, the highest figure in this section: Pragmatic Play, NetEnt, Playtech, Play’n GO, Evolution, Nolimit City, Yggdrasil, Red Tiger, PG Soft.

The live section includes roulette, blackjack, baccarat and game shows; there is no demo mode for tables. The Fast Games section contains Aviator, JetX, Mines and Plinko. Rounds last up to a minute, so turnover builds up faster than on slots, which is worth keeping in mind together with the responsible gambling rules.

We found no fake versions of games, but the rules contain three risky provisions:

• a bonus that the operator considers erroneous can be grounds for cancelling winnings;
• bonus hunting strategies are treated as a serious violation;
• low-risk play can lead to the confiscation of bonus winnings.

Deposits and withdrawals

There are many local methods, such as PIX, UPI, Paytm and Interac, but these are systems for Brazil, India and Canada, not for Ukraine. A Ukrainian profile will see a much narrower set, which appears after you open the cashier.

Data on the maximum cashout is contradictory: some sources say there is no limit, while the official help section states a maximum of $60,000.

Mobile apps

An Android APK, an official iOS app from Pelican Entertainment B.V. (233.9 MB, iOS 14.0+), a Windows client and a mobile version of the website are available. Ukrainian is among the App Store localizations, but in some countries MelBet suggests changing your Apple ID region to install the app.

JoyFactory does not recommend downloading the APK from an advertising landing page, a Telegram channel or a mirror: the file name does not prove that it is genuine.

Support and responsible gambling

There is 24/7 live chat, e-mail and a separate address for complaints. The average first response time across eight control tests was about two minutes. Ukrainian is available in the interface but is not one of the 30 support languages, so you will have to write a financial claim in another language. First-line agents cannot credit a deposit or complete a payout, and after escalation no deadline is given.

You can take a break from gambling for 24 hours, 7 days, one month or three months. Self-exclusion is available for one, three, five or ten years or indefinitely and cannot be lifted early. At the same time, MelBet is not connected to the Ukrainian Register of persons restricted from gambling.

Common complaints

The current database contains 90 complaints: 19 resolved (21.1%), 60 rejected (66.7%), 3 unresolved and 8 in progress. The most frequent issues:

• a deposit is debited by the bank but not credited to the balance;
• the payment agent does not confirm the transaction;
• drawn-out document checks and silence from the security team;
• a transaction is marked as successful, but the money never arrives.

In the most telling case, two transfers totaling about $250 equivalent were not credited, and one of them remained unresolved for more than two months: support replied that it was waiting for information from a third-party service.

Final rating

The score is lowered by the lack of a PlayCity license, Ukrainian-language support, a transparent payout limit and clear responsibility for transactions processed through agents. The approach is described in the JoyFactory methodology: a 9.6 for the game library does not make up for a 5.4 for payouts, because the quality of the lobby does not matter if a deposit gets stuck between three legal entities.
